IRCC Is Replacing Its Online Refugee Claim Process on November 3, 2026 — What Claimants Must Know

On October 1, 2026, Immigration, Refugees and Citizenship Canada (IRCC) announced a cutover to a new online process for refugee (asylum) claims, effective November 3, 2026. The change was communicated through updates to IRCC’s official guidance, "Claiming asylum from within Canada" and "Claiming asylum at the border when you enter Canada" (Canada.ca), and forms part of the broader asylum modernization under the Strengthening Canada’s Immigration System and Borders Act (Bill C-12), which received Royal Assent on March 26, 2026.
If you intend to claim refugee protection in Canada, or if you have already begun a claim through the IRCC Portal, this transition directly affects you. The sections below set out what is changing, the applicable deadline, and the practical steps you should take now.
What is changing
IRCC is retiring the existing online refugee-claim intake form within the IRCC Portal and replacing it with a redesigned Refugee Claim Application process. The new form contains additional questions that do not appear in the current version, and it aligns with the modernized procedures authorized by the recent legislative reforms.
The operative deadline: November 2, 2026, at 11:59 p.m. (ET)
The consequences of the transition depend on the status of your claim at the cutover moment — 11:59 p.m. Eastern Time on November 2, 2026.
If you have started a claim in the IRCC Portal but have not yet submitted it, you should complete and submit every step before that time. Claimants who submit before the cutover will generally not be required to provide additional information solely because of the transition, unless IRCC specifically requests it.
If your claim remains incomplete at the deadline, your previously entered information will be retained, but you will be required to review your earlier responses and answer the new questions introduced under the updated process before you may submit. Certain claims initiated with the Canada Border Services Agency (CBSA) must additionally be linked and submitted through the portal before the deadline; otherwise, the claimant may have to re-enter personal and family details.
Claims that were fully submitted before the deadline — and claims already referred to the Immigration and Refugee Board of Canada (IRB) — are not affected by the portal transition and do not need to be resubmitted.
Practical guidance
First, do not leave completion to the final day. Portal congestion, missing documents, and incomplete answers are the most common reasons claims are left unfinished at a deadline.
Second, assemble your supporting documents now: identity documents, travel documents, and any evidence relevant to your claim. Review each document for accuracy and consistency, as errors or omissions can delay processing.
Third, if your circumstances are complex — for example, prior immigration history, a previous claim, or admissibility concerns — exercise particular care, as the reformed framework also introduces new eligibility provisions.
