Counsel Elphase Izibose is a regulated Canadian immigration consultant, authorized to represent clients before the Immigration and Refugee Board of Canada (IRB), before Immigration, Refugees and Citizenship Canada (IRCC), and before provincial governments across Canada.
Before returning to the defence of immigrants’ rights, Counsel Elphase served as an Officer with the Immigration and Refugee Board of Canada. His outstanding excellence, significant contribution, leadership, and dedication to the Tribunal earned him a nomination for the IRB Chairperson’s Excellence Award (2023–2024). Years of working on multiple cases within the IRB gave him an indispensable understanding of how decision-makers read a file — what they need to see, and what makes supporting documents persuasive. He brings that insider’s perspective to every case he prepares.
Elphase came to Canada as a permanent resident and is now a proud Canadian citizen raising his family here. That journey holds a special place in his heart for defending the rights of immigrants. He understands that behind every file is a person who needs to be heard — and he represents each client with diligence, dedication, and a genuine personal investment in the outcome. His passion for immigration law, refugee law, and public safety (national security) drives everything he does.
He holds a Graduate Diploma in Immigration and Refugee Law (GP.M.) from the Université de Montréal, a Master’s degree in National Security (MPS) from Wilfrid Laurier University, training in civil law at the University of Ottawa, and a B.A. in Social Science from Hearst University.
Since establishing Elphase Immigration Consultancy, he has helped many families get their cases heard and build their lives in Canada. He represents clients in refugee claims, appeals, hearings, and visa applications, spousal and family sponsorship, provincial nominee programs, and permanent residence pathways for international students, temporary workers, and skilled workers — in English, French, and Kinyarwanda.
